Cannabis Rules in Isanti, Minnesota: How Retailers Register and Where Adults Can Buy

That includes at least one unannounced age check each calendar year, using people aged 17 to under 21 supervised by law enforcement or local staff (subd. 4). Selling without both a local registration and a state license can bring a civil penalty of up to $2,000 per violation (subd. 5).
What does Isanti require?

- Submit the city registration application along with a valid state license or an Office of Cannabis Management pre-approval notice.

- Staff then forward the application to the City Council for approval or denial.
- The applicant must owe the city no fees, fines, or unpaid balances.
- Registration fees are nonrefundable and not prorated. The amounts are in the city's 2026 fee schedule, which we did not review, so we do not quote a figure here.
- The city does not currently cap the number of licenses it issues.
- Every city registration expires on December 31, whatever the issue date.
- The Isanti Police Department runs at least one unannounced age-verification check each year.

What happened in 2025?
In September 2025, the Isanti council approved a cannabis microbusiness registration, according to local reporting. The city administrator said the site is zoned for the use and that the business had pre-approval from the Office of Cannabis Management. Under the city's supplemental rules, as the report describes them, a microbusiness may not be within 300 feet of a school and must operate entirely inside an enclosed building. Retail sales are allowed in the I-1 or BIT zoning districts only as an accessory to cultivation or manufacturing.
The report gives no opening date. A registration isn't a store opening, and we haven't confirmed that any retailer is open for sales inside Isanti.
What are the adult rules?
Personal limits are the same in Isanti as everywhere else in Minnesota. Under Minn. Stat. 342.09, subd. 1, adults 21 and older may possess or transport:
- 2 ounces or less of cannabis flower in a public place
- 2 pounds or less of flower in a private residence
- 8 grams or less of concentrate
- Edible products with 800 milligrams or less of THC combined
The same subdivision bars use in a motor vehicle, smoking or vaping where smoking is prohibited under section 144.414, and use or possession in a public or charter school and its vehicles.
